If your cold room operates on R404A or R507A, you may increasingly hear the term GWP when discussing refrigerant replacement, system servicing or future refrigeration upgrades.
But what exactly is GWP, and why is it becoming increasingly important in Singapore?
Singapore is progressively reducing the consumption of hydrofluorocarbon (HFC) refrigerants as part of its commitments under the Kigali Amendment to the Montreal Protocol. The National Environment Agency (NEA) is also introducing GWP limits for certain refrigeration and air-conditioning equipment.
For businesses operating existing cold rooms, these developments do not necessarily mean that an existing R404A system must immediately be replaced.
However, they do make it increasingly important to understand the GWP of the refrigerant currently being used and what alternatives may be available when planning the future of your refrigeration system.
For some existing R404A and R507A refrigeration systems, R448A and R449A may be worth evaluating as lower-GWP alternatives.
What Is GWP?
GWP stands for Global Warming Potential.
It is a measure used to compare the potential climate impact of a greenhouse gas relative to carbon dioxide, typically over a 100-year period.
Carbon dioxide has a GWP of 1.
In comparison, some refrigerants used in commercial refrigeration have GWP values in the thousands. This means that when these refrigerants are released into the atmosphere, their potential contribution to global warming can be significantly greater than the same mass of carbon dioxide.
This is particularly relevant to refrigeration systems because refrigerant can be released through leakage, servicing or improper handling at the end of equipment life.
As a result, GWP has become an increasingly important consideration when selecting and managing refrigerants.
Why Is GWP Becoming More Important in Singapore?
Singapore ratified the Kigali Amendment to the Montreal Protocol in 2022.
As part of its commitments, Singapore is progressively reducing national HFC consumption.
Singapore's HFC phase-down schedule is:
2024 — HFC consumption frozen at 100% of the established baseline
2029 — Reduced to 90% of baseline
2035 — Reduced to 70% of baseline
2040 — Reduced to 50% of baseline
2045 — Reduced to 20% of baseline
The important point for cold room owners is that this is a phase-down.
It does not mean that every existing refrigeration system using an HFC refrigerant suddenly becomes prohibited.
However, the direction of Singapore's refrigerant policy means that businesses should increasingly consider GWP when planning refrigerant replacement, major servicing, system upgrades and new refrigeration equipment.
Why Should R404A Users Pay Attention?
R404A has been widely used in commercial refrigeration systems, including cold rooms, freezer rooms and other medium- and low-temperature applications.
However, R404A has a relatively high GWP of approximately 3,922.
R507A, another refrigerant found in commercial refrigeration applications, has a GWP of approximately 3,985.
For businesses with refrigeration equipment that may continue operating for several more years, it can therefore be useful to understand what lower-GWP alternatives are available.
Two options that may be considered for certain existing systems are R448A and R449A.
How Do R448A and R449A Compare With R404A?
R448A and R449A have significantly lower GWP values than R404A.
R404A — GWP approximately 3,922
R507A — GWP approximately 3,985
R448A — GWP approximately 1,386
R449A — GWP approximately 1,396
Compared with R404A, the GWP of R448A is approximately 65% lower, while R449A is approximately 64% lower.
This significant reduction is one reason R448A and R449A may be considered when evaluating alternatives for certain existing R404A and R507A refrigeration systems.
However, an important distinction must be made.
R448A and R449A are lower-GWP refrigerants. They are not ultra-low-GWP refrigerants.
Their suitability should therefore be evaluated based on the application, existing equipment and applicable regulatory requirements.
What Changes in Singapore From 1 July 2027?
From 1 July 2027, NEA will introduce additional GWP restrictions for certain new refrigeration equipment.
New centralised commercial refrigeration systems within the regulated category will be subject to a refrigerant GWP limit of 150.
Examples provided by NEA include:
Multipack compressor rack systems
Semi-plug-in water-loop systems
NEA currently states that remote condensing units are excluded from this particular regulated-goods category.
This distinction is important because not every cold room uses the same refrigeration system configuration.
R448A and R449A both have GWP values above 150. They should therefore not be considered solutions for meeting the GWP 150 requirement where that specific requirement applies.
Instead, their potential role is particularly relevant when evaluating lower-GWP alternatives for suitable existing R404A or R507A refrigeration systems.
Does My Existing R404A Cold Room Need to Be Replaced?
Not necessarily.
Singapore's HFC phase-down should not be interpreted as meaning that every existing R404A cold room must immediately replace its refrigeration system.
For an existing cold room owner, the more useful question is:
What should we do with our existing R404A refrigeration system over the coming years?
Depending on the age, condition and configuration of the equipment, there may be several options.
Option 1: Continue Operating the Existing System
If your refrigeration system is operating reliably, has no significant refrigerant leakage and still has useful service life remaining, continued operation and proper maintenance may remain appropriate.
The HFC phase-down does not automatically mean that a functioning refrigeration system should be prematurely replaced.
However, businesses should understand what refrigerant their systems use and begin planning ahead for future servicing, refrigerant availability and eventual equipment replacement.
Option 2: Evaluate R448A or R449A
For certain existing R404A or R507A refrigeration systems, R448A or R449A may provide another option.
Both offer substantially lower GWP than R404A.
However, changing refrigerant should not be treated as simply recovering R404A and charging R448A or R449A into the system.
The existing refrigeration system should first be technically assessed.
Important considerations may include:
Compressor make and model
Compressor compatibility
Cooling capacity and operating conditions
Compressor discharge temperature
Expansion valve operation
Refrigerant temperature glide
Lubricant compatibility
Pressure and temperature control settings
Refrigerant charge
Age and condition of existing equipment
Depending on the installation, adjustments or component changes may be required.
For this reason, refrigerant conversion should be approached as an engineering assessment rather than simply a refrigerant change.
Option 3: Plan for a New Refrigeration System
If the existing refrigeration equipment is already approaching the end of its useful service life, investing in a refrigerant conversion may not necessarily provide the best lifecycle value.
In this situation, it may be more appropriate to evaluate a new refrigeration system.
The assessment should consider:
Applicable GWP requirements
Refrigeration capacity
Energy efficiency
System safety
Initial investment
Operating cost
Maintenance requirements
Long-term serviceability
Future expansion requirements
There is no single refrigerant or system solution that is appropriate for every cold room.
R448A and R449A as a Transition Option
It is important to understand the role that R448A and R449A can play.
They provide a significant reduction in GWP compared with R404A and R507A, but they are not a universal solution for every refrigeration system.
For some existing cold rooms, they may provide a practical lower-GWP alternative while allowing serviceable refrigeration equipment to continue operating.
For other systems, continued operation with the existing refrigerant or planning for complete system replacement may make more engineering and commercial sense.
The decision should therefore consider the complete refrigeration system rather than GWP alone.
What Should Cold Room Owners Do Now?
If your cold room currently operates on R404A or R507A, there is no need to make an immediate decision based solely on GWP.
However, now is a good time to understand your existing refrigeration assets and begin planning ahead.
Useful information to identify includes:
Current refrigerant type
Refrigerant charge
Compressor make and model
Age of refrigeration equipment
Current equipment condition
Refrigerant leakage history
Service and repair history
Expected remaining equipment life
Future cold room expansion or replacement plans
Having this information available makes it easier to evaluate the available options before a major breakdown or urgent equipment replacement forces a decision.
Plan Ahead for Singapore's Changing Refrigerant Landscape
Singapore's HFC phase-down is a long-term transition.
For cold room owners, understanding GWP today can help with better refrigeration planning for tomorrow.
An existing R404A or R507A system does not necessarily need to be replaced immediately. Depending on the condition and configuration of the equipment, R448A or R449A may be worth evaluating as a lower-GWP alternative.
At the same time, these refrigerants should not be viewed as a universal solution or as refrigerants that meet every future GWP requirement.
The appropriate strategy depends on the refrigeration system, its remaining service life and the applicable regulatory requirements.
